Position:  Revegetation Site Technician
Location: Portland, Oregon
Starting Wage Range: $14.00 - $18.00 with limited benefits.

This Revegetation Site Technician will be employed by The Wetlands Conservancy and report to the Program Manager of the City of Portland Watershed Revegetation Program. The individual will work fulltime from City of Portland offices and facilities.

Description of Organization:
The Wetlands Conservancy (TWC) is the only organization in Oregon dedicated to promoting community and private partnerships to permanently protect and conserve Oregon’s greatest wetlands – our most biologically rich and diverse lands. TWC designs and implements collaborative strategies to sustain the health of wetlands and works with local communities, land trusts, watershed councils, individual landowners and resource managers to promote local stewardship, restoration and to acquire properties. The Conservancy trains, educates and provides assistance directly to landowners, citizen groups, and businesses to increase local conservation and restoration of key wetlands.

The Wetlands Conservancy (TWC) and the City of Portland’s Bureau of Environmental Services (BES) have worked together since 1995.  We share a common mission to promote private landowner restoration and stewardship. BES goals are to improve water quality and habitat through 5-year revegetation projects with public and private landowners.  BES identifies opportunities for revegetation, prepares revegetation strategies, and employs reforestation firms to rehabilitate degraded natural areas.  These firms provide manual cutting, herbicide application, planting, mulching, seeding, and erosion control over a 5-year period.  The program seeks to restore continuity of functioning natural areas to support water quality goals outlined in the Portland Watershed Management Plan.  

Revegetation Site Technician
The Revegetation Site Technician will plan, implement and maintain sustainable landscapes at City stormwater facilities.  In implementing the Portland Watershed Management Plan, the City maintains more than 300 water quality sites and restoration sites, natural areas, constructed pond and wetlands, and “green-streets”.  

Time will be allocated approximately 50% to green-streets and 50% to natural areas.  Allocation will vary by season and upcoming project priorities.  The first two months of the job will be spent entirely on green-streets.  The individual will spend approximately 30% of his/her time in the office and 70% in the field.  Allocation of office/field time will vary seasonally, based on project needs.  
Essential Duties and Responsibilities
o    Reviewing permit drawings to ensure projects meet City of Portland Stormwater Management Manual standards;
o    Inspecting contractor implementation of stormwater landscapes;
o    Coordinating and communicating with other City staff regarding site inspections;
o    Coordinating with nurseries for plant materials;
o    Developing work orders for landscape establishment;
o    Directing and inspecting the work of landscape contractors;
o    Implementing native plant restoration treatments on restoration project sites;
o    Developing new strategies for implementing sustainable landscapes;
o    Teaching sustainable landscape practices to new contractors;
o    Managing program database to ensure tracking of all projects to reliably and consistently deliver landscape services to partners and constituents;
o    Financial administration of landscape contracts;
o    Collecting data for monitoring reports.

The ideal applicant will possess the following skills and experiences:
o    Academic and/or professional background in landscape design, horticulture, and/or natural resources;
o    Preparing landscape maintenance strategies;
o    Knowledge of native and ornamental plants;
o    Experience working with landscape crews and contractors;
o    Excellent teaching and communication skills;
o    Ability to be assertive, when necessary;
o    Organizational capability to manage dozens of projects and multi-year data;
o    Ability and interest to work long days in the field in all types of weather.

Preferred Skills:
o    Spanish speaking proficiency.
